Experience: Faniel worked at several government ministries and NGOs for over 25 years in various areas, including:developing M&E systems (health, population development and agriculture); development of performance indicators; M&E training for HIV/AIDS projects; health programme outcome evaluations; population development; management development and training programmes; gender equality and child abuse; Human Resources; and Finances.
Since 2001 he has been living in South Africa and has worked as a consultant in the areas of Monitoring and Evaluation, domestication of Millennium Development Goals (MDGs), and research for various organizations, including: UNDP, African Management Development Institutes’ Network, University of Johannesburg, and businesses. He has been a project manager for various projects that focuson monitoring and evaluation.
He was commissioned twice by Family Health International (FHI360) to do data quality assessment of their sub-partners in Gauteng, Mpumalanga and KwaZulu-Natal. ABIGAK 1 also appointed him twice to: help with the development of an Environmental Management Plan; conduct investment opportunities and feasibility studies; develop business plans; and evaluate the efficiency and sustainability of their existing business units. UNDP hired him three times to: carry out various evaluations of their health programmes; do capacity assessments of the KwaZulu-Natal M&E systems at provincial and local municipalities. He contributed technically with the domestication of MDGs at national and provincial level of governance, which included the development of localised indicators and targets to reflect the context of South Africa. His software application skills include: SPSS, LINGO, LINDO, Solver (for linear programming, goal and multi-objective programming); VISA (for multi-criteria decision making); Microsoft Project Management (for project scheduling and management); Microsoft Office; and database management systems.

Experience: Victor has vast experience in th eareas of Economics, Marketing, Human Resource Management, Operations Management, Project Management, Information Systems Management, and Research. He has gained his experience through working for various financial institutions in South Africa, including Standard Bank, Metropolitan Life and Popsvic Services. He is highly knowledgeable about BBBEE, PFMA, PPPFA and most government legislation.
He has developed and implemented various financial systems and procedures that contributed to improving effective management in the use of financial resources. Victor has enhanced analytical skills, which are important for assisting in financial decision making processes and for monitoring and controlling of resources (including systems, staff and capital). He has experience in the management of assets, debtors, liabilities and budget processes to ensure compliance with financial prescripts. He has acquired vast experience in planning and co-ordinating financial activities, including the preparation of annual financial statements and results and reporting to senior management.
Victor has contributed to enhancing the knowledge and skills of operational managers needed for improving their budgeting processes, i.e. collection and evaluation of information required for the preparation of operational budgets. He has implemented various costing strategies that are needed for ensuring compliance with company policy and procedures. He has experience in monitoring expenditure in line with budgets and forecasting, as well as with conducting cost variance analysis and interpreting and sharing costing results with various cost centres. He has gained proper understanding of financial drivers that impact on the business.
